Since the Masquerade is so much easier to enforce here than in, say, the neighboring Phoenix, the most interesting power structure will be the one which wishes to turn its attention and resources toward enforcing the other Traditions more effectively. Surely the many Sabbat enclaves hiding out in the desert (their nearest base of operations being in Flagstaff) provide a unique challenge to this.
